Four candidates for three Board seats yields 1st contested election since 2013

Voting procedures, deadlines & questionnaires

As announced in our election notice of September 11, 2017, this year’s Fall Election is for three positions on the Board of Trustees of the Kentlands Citizens Assembly (KCA).  This will be the KCA’s first contested election since 2013 as there are four candidates that have petitioned for a seat.

In the mail, you will receive a hard copy of each candidate’s questionnaires, a ballot, a proxy form and a return envelope.  The League of Women Voters of Montgomery County, MD (LWVMC) will conduct the election, count the ballots and certify the results.

The KCA Annual Meeting will take place on Tuesday, October 24, 2017, at 7:30 pm at the Clubhouse.  The President of the KCA will deliver the annual “State of the Kentlands.”  A “Candidates’ Forum” at which time candidates will present their positions and respond to submitted questions.


Every Titleholder residing in the Kentlands, and non-residents who have registered to vote, has the ability to vote. You may cast your vote by mail, in person or by proxy.  To vote, select the method you prefer and follow the instructions below:

  • Mail-in Balloting – Enclosed is a mail-in ballot and return envelope.  To vote, check the blank next to the name(s) of the candidate(s) of your choice.  Write-in ballots are not acceptable.  Return the ballot, sealed in the enclosed envelope and individually mailed by the U.S. Postal Service, to CMC – Election 2017, 485 Tschiffely Square Road, Gaithersburg, Maryland 20878.  Make sure the envelope reaches the Kentlands Clubhouse by Friday, November 3, 2017.  You must provide your full name and Kentlands address in the upper left hand corner of the envelope, which allows the LWVMC to verify your eligibility to vote.  Only one ballot per envelope will be accepted.
  • In-Person Balloting – Complete an official ballot issued at the polls by the Election Committee.  Deposit your ballot in a sealed envelope in the ballot box at the Kentlands Clubhouse (address above) either between the hours of 7:00 am and 8:00 pm on Friday, November 3, 2017 (Election Day) OR a ballot envelope may be placed in the ballot box prior to the actual election date as long as the ballot is sealed in an envelope with the name of the voter on the outside of the envelope in order to verify voter eligibility.  Write-in ballots are not acceptable.  Citizens must show identification when voting in person to verify eligibility to vote.  Please note electioneering within 50 feet of the Clubhouse property on Election Day is prohibited.
  • Proxy Balloting – Complete the proxy form and transfer it to your proxy holder.  A proxy is not valid unless all sections are filled in completely and the entries are legible.  According to KCA Bylaws (Section 2-106(g) and Administrative Resolution No. 16), a proxy vote must be “duly notarized” to be valid and may only be cast in person by the holder of the valid proxy form (see Section II above for In-Person Balloting instructions).  The proxy holder must bring your proxy to the polls in order to vote on your behalf.  The proxy holder must show identification to verify eligibility to cast the proxy vote.  A person may hold a proxy on behalf of only one eligible voter.




All ballots received must be cast by one of the three methods above by November 3, 2017, during the stated times.  Each eligible voter is entitled to cast one vote.  Only official ballots will be counted.

The LWVMC, having certified the votes, will announce the results of the election within five (5) business days of November 3, 2017, as mandated by election policies and procedures.  The results will be posted at the Kentlands Clubhouse.
